Taxes

1. Property Tax — Primary Residence

1. **Pennsylvania resident** who owns (solely or jointly with spouse) the primary dwelling. 2. **Wartime service** — must have served during a period of war as defined by the VA, or possess an operation/service-specific expeditionary medal. This is a mandatory gate; peacetime-only service does not qualify. (Note: Senate Bill 831 was introduced in 2025–2026 to remove this requirement and create a graduated model for all rated veterans, but it is NOT enacted law as of 2026-05-30.) 3. **Qualifying disability** — one of: 100% permanent SC disability rating, TDIU, SC blindness, SC paraplegia, or loss of two or more limbs. 4. **Financial need** — annual income at or below $114,637 (effective January 1, 2025) creates a presumption of need. Above that threshold, monthly allowable expenses must exceed monthly household income (documentation required).

How to apply: Contact your County Director of Veterans Affairs. Do not email personal information (PII risk); questions only to Ra-retx@pa.gov.

2. Property Tax — Vehicle / Personal Property

Pennsylvania does not levy a statewide personal-property tax on vehicles. Local taxing bodies assess property taxes on real estate only. No vehicle personal-property tax exists at any tier.

3. Vehicle Sales / Use Tax

The Pennsylvania Department of Revenue confirmed (updated March 3, 2026): no sales tax exemption on motor vehicle purchases for disabled veterans. Standard 6% vehicle sales tax (plus applicable local tax) applies to all purchasers regardless of disability rating or veteran status.

4. State Income Tax — Active Duty Military Pay

PA resident on active duty.

Authority: PA Department of Revenue — [Military Pay for PA Personal Income Tax](https://www.pa.gov/agencies/revenue/resources/tax-types-and-information/personal-income-tax/military-pay).

5. State Income Tax — Military Retirement Pay

**All tiers:** 100% exempt from Pennsylvania personal income tax. No age requirement, no income cap, no minimum years of service required.
Verify locally: | Retirement source | PA Tax | |---|---| | Active-duty retirement (20+ yrs) | Exempt | | Reserve/Guard retirement | Exempt | | Disability retirement | Exempt | | Any military pension | Exempt | **Authority:** PA Department of Revenue; confirmed by multiple 2026 sources.

6. State Income Tax — SBP Annuity

**All tiers:** SBP, RCSBP (Reserve Component SBP), and RSFPP (Retired Serviceman's Family Protection Plan) annuities are fully exempt from Pennsylvania personal income tax. **Authority:** PA Department of Revenue; consistent with military retirement exemption.

Authority: PA Department of Revenue; consistent with military retirement exemption.

7. State Income Tax — General

Pennsylvania imposes a flat 3.07% income tax. There is no veteran-specific general income exemption beyond the military pay and retirement rules above. VA disability compensation is a federal benefit excluded from gross income under federal law — Pennsylvania follows suit. SSDI is also not subject to PA income tax. Local earned-income taxes (EIT) levied by municipalities and school districts may apply to military pay earned locally — the state exemption does not extend to local EIT.

8. Sales Tax Exemption

Pennsylvania does not offer a veteran-specific sales tax exemption card for general purchases. PA's 6% sales tax applies to all purchasers regardless of veteran or disability status. (Iowa and Kansas offer such cards for 100% P&T veterans; PA does not.)

9. Other State Tax Breaks

- **Business formation fee waiver (Act 135 of 2016):** Veterans and reservists forming a small business (100 or fewer employees; 51% or more veteran/reservist-owned) pay $0 to file an initial LLC, LP,

10. Vehicle Registration Fee

| Veteran category | Registration / title fee | |---|---| | 100% P&T veterans | Free registration + free title on one passenger vehicle or truck at or under 9,000 lbs | | Lost a limb, eye, or became partially paralyzed in service | Free registration + free title (Act 60, 2024) — one passenger vehicle or truck | | Captured by enemy (DoD campaign-medal conflict) | Free registration + free title (Act 60, 2024) — one vehicle | | Medal of Honor recipient | Free registration + free title — one vehicle | | Purple Heart recipient | Free registration + free title — one vehicle | | All others (including lower ratings) | Standard fees apply |

12. Other Veteran / Military Specialty Plates

Pennsylvania offers a wide range of specialty military plates: Vietnam Veteran, Korea Veteran, WWII Veteran, POW/MIA, Gold Star Family, Medal of Honor, Purple Heart, Combat Infantryman Badge, Army/Navy/Air Force/Marine/Coast Guard/Space Force branch plates, Retired Military, and others. Most require payment of a specialty plate fee (approximately $20–$36 one-time) plus standard registration fees. Purple Heart, Medal of Honor, and POW plates carry additional registration fee waivers per Act 60 of 2024 (see Cat. 10). Contact PennDOT or see the [Military and Veterans plates section](https://www.pa.gov/agencies/dmv/resources/military-personnel-veterans) for the current full list and fees.

13. Toll Road / Bridge Exemption

The Pennsylvania Turnpike does not offer veteran or disabled veteran toll discounts. E-ZPass saves 50% vs. Toll by Plate (available to all users, not veteran-specific). Proposed legislation (PA HB 500) would create a veteran toll benefit but has not been enacted as of 2026-05-30. Monitor for progress.

14. Public Transit Discount

**Unavailable statewide** — No statewide veteran-specific transit discount program exists in Pennsylvania. SEPTA (Philadelphia region) and other PA transit systems offer senior/disability reduced-fare programs based on income or age, not veteran status. Veterans with qualifying physical disabilities may qualify for transit disabled-fare cards on that basis. ⚠️ Verify with individual transit agencies (SEPTA, Port Authority of Allegheny County, LANTA, etc.) — local policies can vary.
Verify locally: ⚠️ Verify with individual transit agencies (SEPTA, Port Authority of Allegheny County, LANTA, etc.

15. Disabled Parking Privileges

The Severely Disabled Veteran (SDV) plate (code E4) includes handicap parking privileges — requires VA Regional Office certification of severe mobility impairment. Standard DV plates (IW) do NOT include parking privileges.

Authority: PennDOT; [Persons with Disability Parking Placard](https://www.pa.gov/services/dmv/apply-for-or-renew-a-persons-with-disability-parking-placard).

16. Driver License / State ID Fee

**100% P&T / TDIU veterans:** Lifetime driver's license renewal fee waiver. Use the standard renewal form; document 100% SC P&T via VA Summary of Benefits Letter (not the Award Letter or Rating Decision). The license still renews every four years — respond to renewal notices even though the fee is $0; ignoring the renewal notice risks a lapsed license. **Other veterans:** Standard DL fees apply (currently approximately $30.50 for a 4-year renewal). **State ID:** Same P&T fee-waiver policy applies to state photo ID cards. **Authority:** PennDOT; confirmed by multiple 2026 sources.
Verify locally: **Authority:** PennDOT; confirmed by multiple 2026 sources.

17. CDL Fee / Skills-Test Waiver

PA residents who are active/reserve military or recently honorably discharged veterans with at least 2 years' experience operating a military commercial motor vehicle (CMV). **What is waived:** CDL knowledge test and/or skills test for the equivalent civilian class (Class A or B) they drove in the military.

Authority: Act 133 of 2008; Act 131 of 2020; [PennDOT Military CDL Waiver](https://www.pa.gov/agencies/dmv/resources/military-personnel-veterans/military-cdl-waiver).

How to apply: 1. Complete Form DL-31CD (Application to Add/Extend/Remove CDL) and Form DL-11CD (Self Certification).

18. Veteran Designation on DL / ID

**All honorably discharged veterans (including Guard/Reserve):** May add a Veteran designation (American flag + word "Veteran") to the front of their PA driver's license or ID card. No fee for the designation itself; standard DL/ID issuance and renewal fees still apply. Added at renewal or duplicate request. Available online for non-commercial licenses; CDL requires in-person at a Driver License Center. **Required documentation:** DD-214 or equivalent discharge certificate. **Authority:** PennDOT; [Veterans Designation](https://www.pa.gov/agencies/dmv/resources/military-personnel-veterans/veterans-designation).

Outdoor Recreation

19. Hunting License

**War/armed-conflict requirement:** Current law (34 Pa.C.S. § 2706) requires that the service-connected disability was incurred "in any war or armed conflict" for veterans to receive the free or $1 hunting license. Senate Bill 1020 (2025–2026 session) passed the PA Senate 49-0 on November 18, 2025, and would expand eligibility to all 100% SC veterans regardless of how the disability was incurred, but as of 2026-05-30 SB1020 has NOT passed the House and has NOT been signed into law. Monitor for House action.

Authority: 34 Pa.C.S. § 2706; [PA Game Commission](https://www.pagc.state.pa.us).

20. Fishing License — Freshwater

**Note:** Unlike the hunting license, the 100% free fishing license does not require that the disability was incurred in a war or armed conflict — any 100% SC disability qualifies. This distinction is confirmed by the PA Fish and Boat Commission. **Two options for 100% SC veterans:** (1) free annual license renewed each year, or (2) free lifetime license (applied for once). Both are available. **Documentation:** Written VA certification of SC disability rating. Apply for the free lifetime license through a County Treasurer, PA Fish and Boat Commission Harrisburg office, or regional law enforcement office. **Authority:** Title 30 Pa. Consolidated Statutes; [PFBC Disabled Veteran Fishing License](https://www.pa.gov/services/fishandboat/apply-for-fishing-license-disabled-veteran).
Verify locally: This distinction is confirmed by the PA Fish and Boat Commission.

Authority: Title 30 Pa. Consolidated Statutes; [PFBC Disabled Veteran Fishing License](https://www.pa.gov/services/fishandboat/apply-for-fishing-license-disabled-veteran).

21. Fishing License — Saltwater

Pennsylvania is a landlocked state with no saltwater coastline. No saltwater fishing license category exists.

22. Combination Hunt/Fish License

Pennsylvania does not offer a combined hunting and fishing license in the same way some states do. Hunting and fishing licenses are purchased separately through the PA Game Commission and PA Fish and Boat Commission, respectively. Veterans who qualify for free hunting (100% SC, war/conflict incurrence) and free fishing (100% SC, any cause) simply obtain both at $0 through their respective agencies. No special combined application.

23. Trapping License

The PA Game Commission's hunting or furtaking license covers both hunting and trapping/fur-taker activities under the same license. The war/armed-conflict incurrence requirement applies to the fur-taker license exactly as it does to the hunting license. **Authority:** 34 Pa.C.S. § 2706.

Authority: 34 Pa.C.S. § 2706.

24. State Parks — Day Use / Entrance

**All tiers:** Day use and entrance to all Pennsylvania state parks is free for everyone — there is no admission fee at any PA state park. No veteran-specific benefit is needed because the baseline is $0 for all visitors. **Authority:** PA Department of Conservation and Natural Resources (DCNR).

Authority: PA Department of Conservation and Natural Resources (DCNR).

25. State Parks — Camping

Standard camping fees apply at all PA state park campgrounds (approximately $18–$35+/night depending on site type and season). Seniors (62+) and persons with disabilities receive a $4.50/night discount. Veterans under 62 with no separate qualifying disability do not receive a camping discount under current state park rules. Veterans with qualifying physical disabilities may apply for the disability camping discount. ⚠️ Verify with PA DCNR whether any veteran-specific camping discount was enacted in the 2025–2026 legislative session.
Verify locally: ⚠️ Verify with PA DCNR whether any veteran-specific camping discount was enacted in the 2025–2026 legislative session.

26. State Parks — Annual / Lifetime Pass

Pennsylvania does not charge park entrance fees, so there is no annual or lifetime pass product. There is no veteran-specific free pass program because no admission fee exists to waive. Camping, cabin, and marina fees are separate and not covered by a veteran pass.

27. Boat / Watercraft Registration

**Unavailable (not confirmed)** — No veteran-specific boat registration fee waiver has been identified for Pennsylvania. The PA Fish and Boat Commission administers boat registration; no veteran exemption was found on PFBC's official site. Standard registration fees apply (approximately $26 for boats under 16 ft for 2 years). ⚠️ Verify with PFBC (717-705-7940) whether any veteran program exists.
Verify locally: **Unavailable (not confirmed)** — No veteran-specific boat registration fee waiver has been identified for Pennsylvania. ⚠️ Verify with PFBC (717-705-7940) whether any veteran program exists.

Education

28. In-State Tuition

**All honorably discharged veterans** (including Guard/Reserve), plus their spouses and dependent children: All public institutions of higher education in Pennsylvania — PASSHE system universities, Penn State, Pitt, Temple, Lincoln (state-related), and community colleges — must charge resident tuition rates regardless of the veteran's or dependent's current Pennsylvania residency status.

Authority: PA Act P.L. 60, No. 14 (2023); [PASSHE Veterans page](https://www.passhe.edu/offices/asa/veterans/index.html).

29. Tuition Waiver — Disabled Veteran

**Unavailable as a direct state-funded waiver for the veteran** — Pennsylvania does not offer a separate state-funded full tuition waiver for disabled veterans themselves. Veterans use federal VA education benefits (Ch. 33 Post-9/11 GI Bill, Ch. 31 VR&E, etc.) combined with in-state tuition access (Cat. 28) and PHEAA financial aid. No PA-specific "100% disabled veteran tuition waiver" program for the veteran exists as of 2026-05-30.

30. Dependent Education Benefit

**Pennsylvania Educational Gratuity Program (PEGP)** - **Who qualifies:** Children ages 16–23 of veterans who are 100% permanently and totally SC disabled, OR who died in service during war or armed conflict. Child must be a PA resident for 5 years prior, enrolled at a VA-approved PA school, and demonstrate financial need. - **Benefit:** Up to $500 per term/semester at approved public PA institutions. Maximum 4 academic years (8 payments = $4,000 total maximum). - **How to apply:** County Director of Veterans Affairs. Documents: veteran's DD-214 or death certificate, child's birth certificate, photo ID, proof of PA residency (5 years). - **Authority:** 43 Pa. Code Subchapter B; [PA DMVA Educational Gratuity Program](https://www.pa.gov/agencies/dmva/pennsylvania-veterans/programs-and-services/financial-assistance/educational-gratuity-program).

31. Spouse Education Benefit

**Unavailable as a standalone state program** — PA does not have a dedicated state-funded tuition benefit exclusively for spouses of disabled or deceased veterans beyond in-state tuition access (Cat. 28). Spouses of 100% P&T or deceased veterans may access in-state tuition at all PA public schools under Act P.L. 60, No. 14 (2023). Military spouses who relocate to PA due to military orders receive initial professional license fee waivers and expedited processing (see Cat. 37), but that is a licensing benefit, not an education grant. **Federal option:** DEA Chapter 35 provides $1,574/month (full-time, FY 2026) to qualifying surviving spouses and dependents through the federal VA.

32. National Guard / Reserve Tuition Assistance

Active PA Army or Air National Guard members in good standing with a current enlistment obligation. - **Benefit (no bachelor's degree):** Up to 100% of tuition for undergraduate enrollment (3–11 credits per semester). - **Benefit (bachelor's degree already held):** 50% of tuition. ⚠️ Verify the current graduate or post-bachelor policy with PHEAA (1-800-692-7392) before relying on this figure. - **Schools:** PA public colleges and universities, community colleges, and some approved private PA schools. - **Obligation:** Guard member must fulfill the enlistment commitment or repay all EAP funds with interest. - **Authority:** PHEAA; [PA NG EAP](https://www.pheaa.org/funding-opportunities/aid-for-military-national-guard/national-guard-eap).

33. K-12 Support

**Purple Star School Program:** PA recognizes schools that support military-connected children transitioning due to PCS moves. Participating schools designate a staff military liaison, support enrollment and record transfers, and run student-led transition programs. Schools apply every 3 years; the 2026–2027 application window ran April 1 – August 1, 2026. Contact: RA-EDMILITARYFAMK12@pa.gov.

34. State Student Loan / Scholarship

**Pennsylvania State Grant (PHEAA):** All veterans are treated as independent students (no parental income considered) when applying for PHEAA State Grants. This can significantly increase grant amounts for veterans from higher-income families. Apply via FAFSA and PA State Grant Form. **No dedicated PA veteran scholarship fund** has been identified beyond the PHEAA independent-student treatment, EAP, MFEP, and PEGP programs described above. ⚠️ Verify with PHEAA (1-800-692-7392) whether any new PA veteran scholarship program was enacted in the 2025–2026 session. **Authority:** [PHEAA State Grant Program](https://www.pheaa.org/funding-opportunities/aid-for-military-national-guard/state-grant-program).

37. Professional License Reciprocity — Military Spouse

38. Business License Fee Break

**Act 135 of 2016:** Veterans and reservists forming a small business (100 or fewer employees; 51% or more veteran/reservist-owned) pay $0 for initial business entity registration (LLC, LP, corporation, etc.) with the PA Department of State. Saves approximately $125 for LLC formation. Initial registration only; renewal and maintenance fees still apply. **Required documentation:** DD-214, NGB-22, VA ID card, or DoD military ID. **Authority:** Act 135 of 2016 (effective January 2, 2017); [PA DOS Veteran-Owned Business Exemptions](https://www.pa.gov/agencies/dos/resources/professional-licensing-resources/veteran-owned-business-exemptions).

39. Civil Service / Retirement Credit

**State Employees' Retirement System (SERS):** Honorably discharged veterans employed by the Commonwealth for at least 3 years may purchase retirement credit for active-duty military service time. Purchase must occur while an active contributing SERS member; cannot be purchased after leaving state employment or while on leave without pay. Terms depend on the nature of military service and whether active-duty retirement pay is also received. **State Civil Service Commission:** Separate from the SERS purchase, the civil service hiring preference (Cat. 35) provides a structural career advantage to veterans entering state employment. **Authority:** SERS; 51 Pa.C.S. § 7101 et seq.; [State Civil Service Commission](https://www.pa.gov/agencies/scsc/veterans).

Housing & Financial

42. State Veteran Bonus

**No current general service bonus program** — Pennsylvania does not have an active wartime service bonus for WWII, Korean War, Vietnam, Cold War, or Gulf War veterans. The Persian Gulf Veterans' Benefit Program ($75/month of qualifying Gulf War service, August 2, 1990 – March 3, 1991) is officially closed: the program was rescinded by regulatory action as of August 2024, and the application deadline was August 31, 2018. 43. Specially Adapted Housing — State Supplement

**Unavailable as a dedicated state-funded grant** — Pennsylvania does not operate its own SAH or SHA state supplement program. Veterans use federal VA SAH (up to approximately $126,526 for FY 2026) and SHA (up to approximately $25,350 for FY 2026) grants directly through the VA. The VTA (Cat. 41) can assist with short-term housing necessities but is not a housing modification grant.

44. Utility / Heating Assistance

**LIHEAP (Low Income Home Energy Assistance Program):** All Pennsylvania residents — including veterans — with income at or below 150% of the federal poverty level may qualify for LIHEAP heating grants of $200–$1,000 per household (FY 2026; application window was December 3, 2025 – May 8, 2026). VA disability compensation counts as income for LIHEAP calculations. 47. Dental / Vision / Health Programs

**Unavailable as a dedicated state program** — Pennsylvania does not fund a state-specific dental, vision, or general health program exclusively for veterans. Veterans access these through: - Federal VA health care (comprehensive dental for 100% SC/TDIU/P&T; vision for SC conditions) - Medicaid (if income-eligible) - CHIP (for veteran's children) - PA Health Insurance Exchange

48. Long-Term Care / Aid & Attendance Supplement

**Unavailable as a standalone state cash supplement** — Pennsylvania does not pay a state supplement to the federal VA Aid and Attendance benefit. Veterans receive the federal A&A at rates up to $2,874/month (married veteran, 2026). The state veterans homes (Cat. 45) accept A&A payments as a funding source for residents.

49. Free Legal Aid / Veteran Treatment Courts

**Veterans Treatment Courts (VTCs):** Pennsylvania operates VTCs in multiple counties across the state. As of the most recent official PA Courts data (2023), VTCs operated in at least 32 counties; the network has continued to grow since the first court opened in Lackawanna County in November 2009. The 2024 statewide graduation rate was 75% (146 veteran participants completed successfully). Veterans charged with crimes who have addiction, mental illness, or PTSD-related issues may be diverted to a VTC, where they receive support from veteran mentors, specialized probation officers, and VA clinical services. ⚠️ Verify current county count at [PA Courts VTC page](https://www.pacourts.us/judicial-administration/court-programs/veterans-courts) — the number is actively expanding. **Authority:** [PA Courts VTC](https://www.pacourts.us/judicial-administration/court-programs/veterans-courts); [PA DMVA VTC](https://www.pa.gov/agencies/dmva/pennsylvania-veterans/special-initiatives/veterans-treatment-courts).

50. Concealed Carry / Firearms Fee Waiver

**No veteran-specific fee waiver confirmed** for Pennsylvania's License to Carry Firearms (LTCF). LTCF is issued by county sheriffs (or Philadelphia Police); fee is set by each county (typically approximately $20). No statewide veteran discount or waiver has been identified. **Veterans with qualifying disabilities** who meet state and federal criteria may legally possess and carry firearms unless a VA-rated "mental defective" determination applies. Consult an attorney if status is uncertain. ⚠️ Verify with your county sheriff's office whether any local veteran fee waiver exists.

**Free Birth and Death Certificates (Act 137 of 2024, effective December 30, 2024):** - **Who qualifies:** All veterans discharged under other-than-dishonorable conditions (expanded from honorable-only under prior law). Also applies to the veteran's spouse, widow/widower, and dependent children. - **Benefit:** Up to 10 free certified copies of birth or death certificates per eligible applicant. Standard fee is $20 per copy, so the waiver saves up to $200. - **Important:** If ordering online through VitalChek, a $10 online service fee still applies — the waiver covers only the state's $20 per-copy fee, not third-party service fees.
