The Lifetime Liberty Pass serves as New York's lifetime park pass for veterans. It is permanent, free to obtain, and covers all state park day-use benefits (see Category 24). There is no separate annual pass program for veterans.

27. Boat / Watercraft Registration

28. In-State Tuition

Under the federal Veterans Access, Choice, and Accountability Act (Choice Act), veterans using Chapter 33 Post-9/11 GI Bill benefits receive in-state tuition rates at SUNY and CUNY regardless of state residency, for up to three years post-discharge. All public institutions are required to comply under 38 USC § 3679.

Children, spouses, and financial dependents of U.S. Armed Forces members or NY state-organized militia members who **died or became severely and permanently disabled** while performing military duties, provided they were NY residents at the time.
