Taxes

1. Property Tax — Primary Residence

DC resident; honorably discharged veteran rated 100% service-connected total and permanent by VA, or rated individually unemployable (TDIU) paid at the 100% rate; owns at least 50% of the property; occupies as principal residence; property has no more than 5 dwelling units; total household income does not exceed $163,500 (tax year 2026). Property held in an irrevocable trust or by a corporation/LLC is ineligible.

2. Property Tax — Vehicle / Personal Property

DC does not impose an annual personal property tax on privately owned vehicles. DC's vehicle tax at registration is an excise tax based on weight and fuel efficiency (see Cat. 10), not a recurring property tax. No veteran-specific vehicle property tax exemption exists because there is no annual personal property tax on vehicles in DC.

3. Vehicle Sales / Use Tax

**Partial — registration fee waiver only; excise tax status unconfirmed.** DC imposes an excise tax on motor vehicle purchase and registration rather than a point-of-sale sales tax. For disabled veterans (100% T&P), DC Code § 50-1501.02a waives the **annual registration fee** on one non-commercial vehicle — this is a fee waiver, not an excise-tax exemption.

4. State Income Tax — Active Duty Military Pay

**Taxable.** DC residents serving on active duty pay DC income tax on military pay. DC follows the federal treatment — active pay is reportable gross income for DC purposes.

5. State Income Tax — Military Retirement Pay

**Mostly taxable.** DC is one of only two jurisdictions in the country (with California) that taxes military retirement pay as ordinary income with no broad exemption.

6. State Income Tax — SBP Annuity

**Exempt for qualifying survivors age 62+.** SBP, Reserve Component SBP (RCSBP), and Retired Serviceman's Family Protection Plan (RSFPP) annuity payments are excluded from DC gross income for surviving spouses and beneficiaries who are age 62 or older.

8. Sales Tax Exemption

DC does not issue a veteran or military sales tax exemption card for general retail purchases. DC imposes a 6% general sales tax; no veteran-specific exemption card program exists.

9. Other State Tax Breaks

**Veteran-Owned Business Enterprise (VOBE) Certification:** Under DC Code § 2-218.38, a local business enterprise at least 51% owned and controlled by one or more veterans may be certified as a VOBE. Certified VOBEs can access DC's Certified Business Enterprise (CBE) set-aside and preference programs for District government procurement contracts. Contracts of $250,000 or less may be set aside for small/certified business enterprises.

Vehicle, Travel & ID

10. Vehicle Registration Fee

**Standard veteran plates:** Available to veterans with active duty service and a non-dishonorable discharge, those with 20+ years of reserve service and a non-dishonorable discharge, reservists called to federal active duty, and their spouses or unremarried surviving spouses. Standard annual registration fees apply.

DC resident; certified member of a DC Disabled American Veterans chapter; 100% service-connected total and permanent disability from VA; valid for passenger motor vehicles only.

13. Toll Road / Bridge Exemption

DC does not operate toll roads or toll bridges directly. DC-area toll facilities are operated by MDTA (Maryland) and VDOT (Virginia). No DC-administered veteran toll exemption program exists.

14. Public Transit Discount

VA disability rating of **60% or greater**.

15. Disabled Parking Privileges

**General Disability Parking Placard/Tag:** Veterans with a service-connected disability that substantially impairs mobility are eligible for DC disability parking placards or tags. Placards are free; license plates cost $10.

16. Driver License / State ID Fee

**Veteran designation — no additional fee.** DC DMV adds a "Veteran" designation to driver licenses and ID cards at no extra cost for honorably discharged veterans presenting a DD-214, WD AGO, or DD-256.

17. CDL Fee / Skills-Test Waiver

Currently licensed service member OR separated within the last 90 days; must have been employed in a military position requiring operation of a military motor vehicle equivalent to a commercial motor vehicle.

18. Veteran Designation on DL / ID

**Available.** "Veteran" designation appears on DC driver's license or state ID card. Honorable discharge required. Documents accepted: DD-214, WD AGO form, or DD-256. No additional fee.

Outdoor Recreation

19. Hunting License

DC is an urban district with no hunting seasons, wildlife management areas, or hunting licenses. Hunting does not exist as a regulated activity within DC boundaries. No veteran hunting benefit applies.

20. Fishing License — Freshwater

**Age-based exemption only; no veteran-specific benefit.** DC does not require a fishing license for persons under age 16 or age 65 and older. Veterans who are under 16 or 65+ benefit from the general age exemption, not a veteran-specific one.

21. Fishing License — Saltwater

DC has no saltwater fishing jurisdiction. The Potomac River in DC is freshwater. No saltwater fishing license or veteran exemption applies.

22. Combination Hunt/Fish License

No hunting jurisdiction; no combo license program in DC. See Cat. 19–21.

23. Trapping License

No commercial or recreational trapping license program exists in DC. No veteran exemption applicable.

24. State Parks — Day Use / Entrance

DC does not have a state park system with a day-use fee structure. National Park Service sites (National Mall, Rock Creek Park, etc.) are federally administered and generally free to enter. No DC-administered veteran park fee waiver exists.

25. State Parks — Camping

No DC-managed camping facilities. Rock Creek Park and other federal units in DC are NPS-managed; camping is extremely limited or prohibited. No DC veteran camping benefit exists.

26. State Parks — Annual / Lifetime Pass

DC has no annual or lifetime state park pass program. See Cat. 24 for the federal Access Pass.

27. Boat / Watercraft Registration

DC does not issue boat registrations; vessels operated in DC waters (Potomac River, Anacostia River) register with Maryland (MDNR) or Virginia (VDGIF) depending on vessel home port. No DC veteran boat registration benefit exists.

Education

28. In-State Tuition

**DC has one public university:** University of the District of Columbia (UDC). DC residents pay in-state tuition (approximately $5,211 tuition and fees for 2026). Veterans who establish DC residency qualify for the resident rate. No separate veteran-specific in-state tuition statute exists — residency is the qualifying criterion.

29. Tuition Waiver — Disabled Veteran

DC does not offer a DC-funded tuition waiver for disabled veterans at UDC or any other DC public institution. Veterans may combine GI Bill benefits with UDC enrollment. 100% P&T veterans with Post-9/11 GI Bill receive the maximum housing allowance for their enrollment level. No DC-funded waiver exists that covers remaining costs.

30. Dependent Education Benefit

**No standalone DC program.** DC does not offer a DC-funded dependent education benefit (such as free tuition for children of disabled or deceased veterans). Eligible dependents may use federal Chapter 35 (DEA), Chapter 33 transferred Post-9/11 GI Bill, or the Fry Scholarship. MOVA District Veteran Service Officers (DVSOs) assist with federal benefit navigation at no cost.

31. Spouse Education Benefit

No DC-specific spouse education benefit. Spouses of eligible veterans may use transferred Post-9/11 GI Bill (federal, Chapter 33) or Chapter 35 DEA (federal). MOVA DVSOs assist with federal benefit applications at no cost.

32. National Guard / Reserve Tuition Assistance

Active DC National Guard member in good standing; no SFPA, UIF, or pending adverse actions; meets readiness and administrative standards; at least 2 years of service remaining from the last day of the funded course. DC does not offer a state service bonus, readjustment bonus, or wartime bonus for veterans. DC is not a state and has no tradition of state service bonuses.

43. Specially Adapted Housing — State Supplement

44. Utility / Heating Assistance
